Subject: Open Letter on Professional Training in Sicily
Yesterday, with the approval of the Regional Commission for Employment of the Regional Plan of Studies for 2011 (PROF) we laid a new basis for the opening of a new phase in which the Sicilian Region will reorganize and reform the educational offer.

Infatti tutti gli elementi essenziali per realizzare la riorganizzazione del settore sono contenuti nelle “Linee guida” per la Formazione Professionale sottoscritto dalle organizzazioni Sindacali e dal Governo Regionale il 29 settembre 2009.
Siamo rammaricati del fatto che se, alla fine del 2009, il Governo avesse avviato il processo di innovazione avremmo già registrato significati risparmi nella spesa senza costi sociali insopportabili e con l’inizio della qualificazione e selezioni degli Entii. Tutto questo sarebbe stato realizzato nella certezza del consenso del sindacato.
La correttezza e la necessità degli interventi voluti dalle nostre Organizzazioni Sindacali è così evidente ed anche così urgente e importante che, accogliendo tutto ciò, le 15 forze sociali e imprenditoriali più rappresentative in Sicilia, firmatarie dell’”Avviso Common "for the development and growth in Sicily, sent to the Government on December 16 last year, considering the field of vocational training of strategic importance for economic development, have placed among the twelve points listed in the same region with the following Government textual expressions: "The human resource development and training of workers must be supported by appropriate tools to the training needs of workers and enterprises. In recent months, as part of open confrontation with the Regional Councillor for Professional Training, we had the opportunity and expose all the elements that should be the subject of regulatory actions to give way, finally, the redevelopment of the area, without trauma to reduce the size of assets and of employees, weighing less and less as heavy cost on the condition of the Budget of the Region. The same
Regional Government, with resolution no. 350, 4/10/2010 finally seemed to want to start this process but that is only announced and, in fact, continually postponed (we hope not to find a way to "save" some body ruined by management to say the least "questionable").
The main issues which we believe should be settled immediately, with specific rules and guidelines irreversible, just to start the process described above:
• Selection of the appropriate bodies to act as Courses with objective criteria from the possession of the essential document of Social Security (DURC)
• Adoption and implementation of plans of the educational period of two years;
• Use of a single parameter for determining the cost of staff work permanent employees and its funding bodies (now expected in 2011 PROF provisional);
• Full coverage of the costs of the three-year courses of education / training OIF numbered as provided for in the same parameter PROF
• Lock actual recruitment to be achieved by the introduction by law of how to "Convention" thus exceeding the present system based on the grant;
• Adoption of a law to establish useful, with appropriate trade union agreement, the criteria and amounts to encourage the retirement of workers with the minimum requirements of the law;
• Suitable for refinancing Guarantee Fund already established as a regional law, given that the sector is not covered by social safety nets, this is the only guarantee of pay for employees temporarily excessive in relation to the implementation of PROF;
• Funding and disbursement of back payments (PROF and OIF 2010 and previous activities);
• Determination of criteria and means of monitoring the effectiveness of the work regularly.
For these reasons we ask the regional government and ARS to put in place without further delay all the actions described above, together with the immediate funding of the full PROF 2011 to be included in the budget debate on 29 December, to avoid risk that once again the discomfort of workers to be instrumentally used by those who have an interest in not only the illusion of changing anything so you can continue to use the professional training as a tool to build consensus.
The acceptance of the request for full coverage of the 2011 PROF budget of the Sicilian Region in the same binding rules of reorganization and rationalization of expenditure, is even more important if you consider all the risks, including uncertainties associated with the current policy framework, inherent in the decision to use on a provisional basis, especially if its life, not taking into account the needs of emergency-regional economic recovery, was not temporally short.
We would like to reiterate to confirm the widespread awareness of a change of change and quality in the field of vocational training in Sicily, which exists on this innovative proposals and has established a common position with the Associations of Regional Training oft-repeated and highlighted in the Government over the last year.
A new awareness and willingness to tackle serious problems in the sector with greater accountability and quality in the actions of administrative, regulatory and government that we hope will actually be accepted by the Board that the Sicilian Regional Assembly.
